Who is responsible to pay for the replacement of rotten wooden window frames in a share block building?
Is it the owner, the company or shared equally by both?

If your property still has a bond registered on it, you will have building insurance. Contact them they will probably replace it. If not, then it is for your own account.

Any part exposed to the outside, is the body corporate's responsibility.

You would have to check in your purchase agreement. That should have been covered; typically the outside of the building is the company's issue. Windows, roofs and things of that nature may be split among multiple owners.
