The best place for you to contact for breeders of any type of dog would be the Kennel Union of South Africa.

Perhaps try a fishing bait shop...just joking, the SA kennel organization should be able to help.

The correct name is Pomeranian, not toypom. If you go to a reputable breeder and ask for a "toypom", they will show you the door. The best breeder, as far as I am aware, is Xantah in Pretoria. One of their dogs was national champion last year. Note you will not be allowed to breed with the dog, so if you want to be a back yard breeder, then a reputable breeder is not for you and you will need to find a "toypom" in junkmail or elsewhere, along with all the "yorkshires" and "maltese poodles" and similar rubbish they sell there.
